最近, 中国国内で日本に対する抗議デモは非常に激しいものになっていることはみなさんご周知でしょう. この一連のデモは国際社会においても大きな反響を及んでいます. 今日はそのために, 皆さんに公開手紙を出すことにしました. 皆さまはジャーナリストという神聖な職業を勤めていることを前提に, あくまでも事件の真実性に基づいた報道を視聴者或いは読者に正確に提供して頂きたいと願っております.

さて, 扶桑とわが中国は一衣帯水の関係であり, 数千年にわたる歴史の淵源を持っていながら, もともと良き隣国同士だったものが今日の反目した局面に至っては真に心痛ましいものがあります.

まず, 今回の一連の抗議デモは日本の民衆に向けたものではないことをはっきりさせたい. これはあくまでも中国の人々の民意を反映したものであって, 日本政府の歴史に対する歪曲した見解と右翼の歴史教科書改竄に対する被害者の子孫たちとしての怒りを表すものである. 釣魚島問題は両国間の認識が違いがあって議論すれば限が尽かないから, ここでの言及は避けたいと思う. しかし, 日本の右翼団体は歴史を改竄し, 誤った歴史観を後世に日本人に植え付けようとしているのは明白な事実だ. 南京大虐殺の被害者数はいくらだったにしても, 戦争を直接指揮したのは天皇にしろ, 軍部にしろ, 日本の中国に対する侵略行為は自らが起こした国家犯罪として, 永遠に抹殺できない事実. 強制従軍慰安婦問題も被害者及びその子孫にとっては, 時間には決して癒されぬ深い傷. 我々が起こした一連の行動はまさに真実を知らない日本の人々, または真実を知りながらそれに直視できず, 敢えて隠そうとする政治家や右翼たちに知らせるためです.

我々は確かにこれまでいろんな愛国教育を受けてきた. 国を愛しながら, 自分たちの知識を祖国に貢献し, そして持っている知恵を世界の平和と発展に貢献するようにと教育されてきました. 日本を敵に見なす教育は受けたことない. 中日の友好と友情こそが中国の教育であり, われわれの念願です. 今度のデモに関しても中国のメディアや政府に煽動されたものではない. これは我々が我々による我々の意思を日本国民に伝える意思表明の一環です. それでも煽動者があるとしたら, それは日本の右翼の言動に他ならない.

デモの進行中に一部の人は興奮のあまり器物の損害するなど行き過ぎた行動をとったことは非常に残念であり, われわれの初心に反する. 今では, デモの主催者たちがそういう行動を制止しようと努めているところです. それから, 説明したいのは日本製品の不買運動です. この不買運動はわれわれの最終的目的ではなく, 日本が取っている誤った行為をより反省させるための手段の一つに過ぎません. われわれ両国は地理的にも, 経済的にも決して互いに敵視してはならない. お互いに必要としているなら, 敢えて格好つけるようなことは必要ない. 反省すべきことを心から反省し, 謝るべきことを心から謝って中国人に伝えばそれが中日友好の新しい始まりになる.

ここで大切な役割を果たすのはジャーナリストのみなさまです. 事件の成り行きとそれに絡んだ中国人の感情を正確に日本国民に伝え, 事実を忠実に報道することが関係打開の道につながります. 勝手な憶測に基づいた報道は今の状況を悪循環させるばかり. 真実み基づいた報道を通して, 日本の右翼に彼ら恥じるべき蛮行と暴言は決して許されないことを知らせていただきたい. そして, 日本政府にはきちんと歴史問題と向き合い, 然るべき措置を取るように教えていただきたい. 過去の犯罪を反省して謝るのはヒトにとっての本分ではなかろうかと考えています. 日本が起こしたあの残虐な侵略行為における中国の被害規模を考えてください. いくら謝っても, 謝り過ぎだということは有り得ないと思う.

一つ安心をしてもよろしい. かつて周恩来総理が放棄した戦争賠償を, 我々は今になって払えとは言わない. あれだけ多く亡くなった命は金に換算できるものではない. 日本にはそんな金を払えないとも知っておりますから, ほしいとも思いません.

To Japanese Journalists,

With the increasing wave of anti-Japanese sentiments spreading in China, we have evoked coverage from media all around the world. I am aware that you visit this place and quotes from here quite often. I hereby plead you to accurately report only the facts and truth without adding any prejudicial artifice since as news media, your work is sacred in bring the true voice of people known to the rest of the world. Reporting the truth and facts is what the journalism requires you to accomplish.

Historically, Japan and China have enjoyed a great friendship for thousands of years. I feel the hostility existing between our two countries today, is truly a tragedy.

I would like to clarify that the series of demonstrations were not pointed toward Japanese people as a race. We are only trying to reflect our public objection toward the act of distorting history in Japanese textbooks. Although other conflicts do exist, such as the issue over Diaoyu Island, let’s put it aside for a moment. The claim that Japanese textbooks do contain false information to misdirect the future generation is indisputably true. Regardless of the number of people died in the Nan King Massacre and whether the war was officially originated by the militia or the emperor of Japan, the fact that Japanese military committed a national crime by cruelly slaughtering innocent Chinese citizens is inerasable. It caused permanent damage on those pacifier prostitutes and their descendents, the scar cannot be healed by time. The purpose of our action is to announce to the world the real history which Japanese authorities are trying so eagerly to deny and cover up. We w!
ant to wake those Japanese who was never told the truth or ones who is not strong enough to accept the true history. We, as Chinese citizens, would not tolerate any Right-wing Japanese’s attempt to embellish their ruthless invasion against China.

It’s true that we received nationalistic education. However, what our teacher taught us is to use our knowledge to contribute our nation and use our wisdom to benefit the human race. It was not an Anti-Japanese education as some might wrongfully claim to achieve their own purpose of propaganda. We were taught to obtain and treasure a friendly relationship between China and Japan. We were not instigated by the Chinese government or media in any form. If one has to accuse us of being instigated, we say that we are agitated by the increasing right-wing behaviors and attitudes of the Japanese government.

Although a few people failed to remain calm during the demonstration, the majority of us disagree with destroying public and private properties. Honestly speaking, you should have notice our attempt to prevent such behaviors. I would like to say that boycotting Japanese goods is not our true intension; it’s only an instrument for us to urge the Japanese government to realize and reflect on their wrong doings. Looking from either a geological view or an economical view, both China and Japan cannot afford to become enemies with each other. It is foolish to attempt to cover-up history at the cost of our much needed friendship. If Japan would agree to sincerely reflect upon its faults, it would mark a new start of the China-Japan friendship. Whether this struggle will come to an end or not depends on you guys, as news media and journalists, to make honest reports and use power of the mass to warn those right-wing extremist that their ploys are disgraceful and unforgivabl!
e. Please direct your government to dig their face out from the sand and face the real history. Our Prime Minister Zhou, En-Lai did not ask for monetary compensation immediately after the war, our current government wouldn’t either. Human lives can never be compensated with money, and I know none of you can afford it. All we want is to have a peaceful neighbor from now on. Thank you!

唐国務委員は, 町村外相が中日関係に困難が現れた時期に訪中したことに歓迎の意を示した. 双方の主な発言は次のとおり.

中日国交正常化以来の両国の関係発展プロセスが示す通り, 両国が歴史問題と台湾問題を適切に処理し, 中日関係の政治的基礎を確固たるものにしさえすれば, 両国の関係は発展し, 中日友好事業は前進するだろう. 近年, 日本は歴史問題や台湾問題で時代に逆行し, 何度も中国国民の信用を失い, 両国の先代の政治家が苦心してようやく回復させ, 発展させてきた中日友好関係を損ない, 両国の国民が苦労して回復させてきた友好的な感情を傷つけた. このような結果は中国に対してマイナスであり, 日本にとっても同様にマイナスだ. 日本が真剣に考え直し, 適切な措置を取って是正することを望む.

中日両国は隣国であり, 世界で重要な影響を持つ2国でもある. 両国の国民は世々代々にわたり友好的であり続けるべきであり, これは両国の根本利益に合致し, アジア太平洋地域や世界の平和と安定にとって必要なことでもある. 両国の政府と各界関係者は, 中日関係に対応する場合, この基本的な立場を踏まえなければならない. 中国政府は終始, 中日間の3つの政治文書（「中日共同声明」, 「中日平和友好条約」, 「中日共同宣言」）を基礎に, 「歴史を鑑（かがみ）として未来に向かう」精神に基づき, 中日関係の安定・改善・発展に力を入れている. われわれは両国関係の改善と発展に誠意を持っている. 日本も同様の誠意を表し, 中国と共に努力し, 両国関係の改善に向けて前向きの雰囲気を作り出し, プラスの環境作りをしていくことを望む.

私は, 日中関係改善の希望を抱いて中国を訪問した. 中国側の歴史問題や台湾問題に対する強い懸念を, 日本ははっきり認識している. 日本は, 村山富市元首相が1995年に表明した歴史問題を反省する態度に変化はない. 日本は, 日中間の3つの政治文書で表明した台湾問題に対する立場にも変化はなく, 日本は「台湾独立」を支持しない. 日本は, 双方が五輪開催など幅広い分野で中国と協力を展開し, 日中関係の改善・発展の推進に全力を尽くすことを希望する. （編集SN）
